From testing, the Edit a Group permission does not permit a junior help desk admin to make changes at a group level. It allows them to view groups in order to add a user to an appropriate user group. The permission is misleading.

After upgrading to SP3 5.0, the Junior Help Desk role or any other custom made role that relies on the View A Group permission under the User and device tab does not work. So the Help Desk will be unable to add a user to a user group when attempting to perform an enterprise activation. [...]
